Test for the Differnce of Two Variances
The null hypothesis is that the two population variances are equal, consequently,
their ratio will equal 1. In setting up a one tailed alternative hypothesis that one
variance is larger than the other, we will put the
larger variance in the numerator.
H0: σL2/σS2 = 1.0
H1: σL2/σS2 > 1.0
